I have to apologize to Your Lord-

-ship for the extreme length of this Despatch, but as I

gathered (I hope wrongly) the impression from Dr. Voretzsch

that the matter was not yet ended I have thought it advis-

-able to place Your Lordship fully in possession of the

facts. I am forwarding a copy of this Despatch to His

Majesty's Minister at Peking.
